This study have been developed to ALPA – Steel Industry of VALE group – seeks the environmental licensing to its implantation in Pará, area with high population density and a rich and complex environment, and also it is inserted in the federal policy of vertical integration of the state economy.

The document protocoled in 16/10/2009 results of a technical cooperation between the staffs of Brandt’s Amazônia, with a deep knowledge of Amazon region, and of Brandt Meio Ambiente, who offered its expertise in environmental studies made to the most important Steel Industries of Brazil. There was a high-level dialogue of the environmental authorities of the state as well.


Congruence as major factor. A challenge

Although Pará has largest Brazil's mineral deposits and with great quality, it is characterized by the export of raw ore, and being distant from major industrial centers and does not bring development to the region.

The world market shows an increase demand for this product, but invites a wide incentive for recycling, viable and recommended for local actions and small scale production.

From the logistical point of view, the ALPA project has important components for your installation: proximity to the ore source - Carajás, transport infrastructure installed through the Carajas railroad (EFC) and the Tocantins river as an alternative for transport of produce.

The study has required the use of the best techniques for a balanced planning, considering its inclusion in the Amazon region, in municipalities with over 110,000 habitants without steel tradition, with all the technical and environmental implications of the complexity of its own industry.

During the project, Brandt handled the dichotomy between conservation and development, considering the preservation of species and local culture, negotiating alternatives to the coexistence with the community and the government, in the installation time and later, during their productive activities. "The exercise of making people live with the different, is there, on the ALPA project," said Sergio Avelar, director of Brandt, responsible for leading the teams involved.


The aim of the EIA/RIMA studies to ALPA project was “make it true”. It was a job, which brought together a group working in harmony with the multiplicity of actions directed to the composition of a particular team united with commitment and integration.

With a structure based on manager experience, Brandt has presented a work of hiring local professionals to improve the progress of the project, because of its knowledge about the region.
